Change fines/fees to victim restitution for applicant status #1388

@SymonneSingleton for this one, my understanding is that we want a "victim's restitution" option in addition to the "fines/fees". so we'll need to add a new option rather than editing the existing option.

you're right! i got confused by this line in the story "We would like to change “Can’t Proceed: Fines/Fees” to “Can’t Proceed: Victim Restitution”."
