Adding docker file and docker-compose #1394

I noticed your instructions were really Mac specific and you didn't have a docker file, I created this and it might be a bit rough not understanding your app or python well, but hopefully it is useful to you.

Hi there! Thanks for the PR and sorry for the delay. Our team uses Mac for development so having and maintaining a Dockerfile and Readme isn't a priority for our team and I worry about it getting out-of-date as a result. Because of this, I've closed this without merging. Also, though this is an open repository, we aren't soliciting community contributions—will make that more clear, since it's not obvious right now. Sorry about that!
