Crossfilter LOS #84

Use booking_date_time and release_date_time to roll up LOS for the crossfilterable table.

@graysonwright Let's chat more about this one; I'm not sure how this works in terms of filtering (copied over to waffle because it was in our initial breakdown)

Plan: transform the initial crossfilterable table into the LOS table, default state is sorted in descending order based on LOS (add column for this), apply filters to show reasons/context for LOS for a given person.
