Map on load

• Default view is now with map tiles, opacity at 70%
• Map toggle buttons behave correctly in response to this change
• When map is hidden, opacity is 100%
• When map is hidden, council district overlay remains

Aww yeah!!! I added an additional commit to set the button to 'Hide Map' by default. Also map border so it's less like a floating ghost map ;)
