Add building permits #22

Merged from dev, added accurate 2011-2014 building permits.

Nice, looks good! Additional commit: there was an unresolved merge conflict for the public/css/main.css and public/js/main.js that caused the precinct names to show up as "undefined".

Should we permanently stop tracking public/css and public/js?
