Code cleanup #51

This PR is kind of big. It:

Removes all the holdove metrics from Charlotte
Removes a bunch of development console.log() statements
Removes the search.js files
Adds the Code for America-approved license
Changes meta info to reflect our project
Removes the HTML for the help / walk through
Updates humans.txt

Happy to change/edit whatever needs changing/editing! Analytics changes will be coming in a separate PR.
