not sure why we are asking if they have it if they dont need it. we should direct them to get it during the optimal time in the flow

There is no optimal time in the wizard flow, is the challenge. It's issued as part of the permit itself if you don't already have it. @ErnieAtLYD please advise -- should we just remove this altogether?
