Add basic Ruby scraper #6

Check it out and give it a spin; seems to work for 2012 codes at least (see the example usage at bottom of script)

I'm actually putting this in a separate repo, because it's (a) a different language, and (b) more or less a separate piece of the problem: https://github.com/daguar/naics-scraper
