Offer suggestions to ambiguous searches #160

(Per suggestion in https://github.com/codeforamerica/ohana-api/issues/50#issuecomment-20531620). Add a suggested search that includes a state if the user did not include the state in their search.

User research by Jared V. suggested users clicked search without entering a keyword and were confused by the result set—resorting to manually sifting through the results instead of refining them without a keyword. I suggest to close this issue we add an informational alert message suggesting to the user to narrow down the results by entering a keyword when no keyword is entered from the homepage. Offering some kind of intelligent suggestions as initially implied by this issue would be far more involved and out of scope.
