Importing data for Olathe, KS data #19

Commits connected to issue #15.

To do:

[ ] Match buildings and parcels.
[ ] Test connections between buildings, inspections and violations.
[ ] Generate geo and building data files in JSON.
[ ] Publish JSON files to data.codeforamerica.org as v1.

The Buildings file from Olathe is missing latitude and longitude data; we could fix it with the parcel file but it should be coming from the city with correct data.
