Fixed a few small bugs found on staging #146

"Foundational Skills" and "Occupational Skills" in Review side navbar didn't link to the given sections
If all “preferred” skills are removed so both foundational and occupational only have “required” they all get lumped together under foundational for the review page
"Seniority Level" bumped up on "Employment Type" in the word doc
Cleaned up last remnants of lintid thing
