Soft Skills/Hard Skills selection #3

Add the ability for employer to select, "Must Have / Nice to Have / Not Relevant" for each soft skill, hard skill. Based on answers, output into two paragraphs, "Must Have" and "Nice to Have." Also include a way to add skills that weren't listed (maybe an empty line?). See the post-it design for design for now, @skcain can update this with something more concrete when it's available.

@pacarole you can close this too when you're done with #18. I think it's covered between that and #4.
