Remember that friendly fairy from Zelda who watches over you and helps you figure out where to go? Her name is Navi. Keep her in mind.
Imagine you're at a bus stop wasting your time. You see a sign that says something like 'text me and I'll help you find public services in SF' or something. You get a few friendly questions upfront (name, age, income) and then nothing for a while. Then one or two questions per week over time. Every now and then Navi will refer you to a public service in your area that you might qualify for, based on your prior questions.
