BLUF: Employers participating in the Alameda County Hire program (offered through the AC Workforce and Benefits Administration) qualify to get receive up to 50% wage reimbursement when them employ someone on CalWorks. Reimbursement is for six months and for wages up $20/hour. BUT: Employers don't participate because the process is gruesomely cumbersome, costly, and a huge amount of regulatory arbitrage. Often times eligible workers time out of their opportunity to use this service.
One of the more cumbersome aspects of the process is the way the Social Services Administration currently verifies wage payment. Employees in the subsidy program must physically sign in blue ink a paycheck and the employer must return it to the social services agency as a verification of employment. This has to happen for each pay period (every two weeks!).
