another important category: "waiting for requester" - if the city doesn't have enough information to complete the request and has asked the requester for more information but the requester hasn't responded, the city is still in compliance with the response time law. these need to be distinguished from "overdue"
when a request requires a response from multiple departments, or is voluminous, the city has to deliver the initial response within the standard time period but may have more time to complete the full request. the city may also file a letter of extension for additional time on most requests. however, requests with letters of extension, and partial requests where initial records have been delivered are all counted as "overdue" by the system. this makes administrating overdue requests more challenging than it should be.
there needs to be an extended (with new due date) and a partially complete status
