Track/notify patients with out of date documentation? #226

Users at RHBPC said that patients need to renew their info every year, but each patient's renewal date is only stored on paper, so they don't usually figure out that a patient is due for renewal until the patient makes an appointment. It would be helpful for them to get notifications before a patient is overdue.
