remove gulp-karma dependency #248

Running into karma/gulp build issues again. gulp-karma is causing a bunch of version issues when testing in travis - will be best to to just use the karma-runner out of the box and running tests with npm test instead.

Apparently tests are passing in travis again, without changes to our versions. https://travis-ci.org/codeforamerica/rva-screening/builds/83812540

Will keep an eye on this, but we potentially might have worked out a bug by simply "waiting"

Tests are passing again, going to close. We can reopen if it comes up again.
