Update property lookups to match CB endpoint #14

The CB Open311 endpoint differs significantly in many respects from our test endpoint. We need to update our property lookups to match CB. (Note this also means updating the test endpoint since CB is not reliable yet.)

Our test/reference endpoint now returns both it's previous style and CB style. It can return just the new style by adding the query arg "legacy", e.g. ?legacy=false
