This PR

removes the train animation from the landing page for guardians and has it start on the district welcome page
adds another district to the seed file
makes the dropdown menu of school districts consistent with styles throughout guardian section

@codesliced Can you make the district selection box smaller? Perhaps the height of the Go button.

@codesliced Looks good. It seems like it was a problem with my branch. I checked out a fresh copy and it looks fine.
