"tabs" need to be able to be active for "users" "trails" "trailheads" "segments" #26

This should be working now on the class assignment side. I see the actual visible style changes happening for the left button, but not the right one.

Also, this change makes the left tabs highlighted on edit and show pages, not just the index ones.

For me they are working in all of the non-admin tabs, but not the users page.

fixed it--sort of.

I copied some pieces of stuff from the working tabs (added: ":all => "false"" and ":all => "true"") and the tabs work as active, though now they are both displayed as active until clicking on them....

nvm.... okay now it is fixed for real
