Purpose of "Upload XML file" button is unclear #277

It's unclear what kind of XML file users should upload -- the format, the content, etc. More context on that page would definitely be helpful. I'm assuming it's to upload previous bills -- perhaps this button should just be an option on the "Add a Bill" page?

Let's move the button to the "Add a Bill" page, as an alternative to filling out the form. We should also add step by step instructions to download the XML from Eversource (and maybe rename the button "Upload File").

Speaking of which, is there any reason that the "add a bill" form isn't just a section of the landing page? There's definitely room for it, and that could simplify the user experience.
