We should have a general responsive email template for use with various e-mails we send out. This task is for designing a general template to be used for all ActionMailer e-mails and that can then be applied to specific e-mails including https://github.com/codeforboston/cambridge_energy_app/issues/37, account activation, and password reset. This can be a single person task or two or three people can work together to develop the series of templates.
