General research: Compare demographics #178

General research: compare demographics (age distributions, population numbers) for the 3 districts we have (Northwestern, Suffolk, Middlesex) to each other and to MA as a whole.

How representative are these districts?
What share of the MA population does each represent?
How comparable are the districts to each other or to the state?

This will help us assess how to deal with lack of individual identifiers (#175 ) and lack of age data (#174 )

conversation w/Sana in Jan 2021: This would not be helpful in interpreting how many are eligible. There are too many other differences across districts.
