Refactor data-expungement to use data folders, not local data #36

Best practices following issue #29 include having centralized data resources in the various data folders. The data-expungement folder uses locally saved data rather than referencing these folders. We should refactor that script in order to meet the new standards.

This seems to no longer be an issue at this point.
