Remove .ipynb_checkpoints folder and update .gitignore #46

@mikemahoney218 Looks like an update brought in this folder: data-expungement/.ipynb_checkpoints

These files are identical:

data-expungement / .ipynb_checkpoints / [Analysis] State proxy comparison-checkpoint.ipynb
data-expungement / [Analysis] State proxy comparison.ipynb

I'm guessing the checkpoint folder is unnecessary but didn't want to delete without checking in. If it is not needed, I'd recommend the following:

[x] Delete .ipynb_checkpoints folder and contents
[x] Add .ipynb_checkpoints to .gitignore
