Turn client data current benefits into a list/array of benefit names #964

To be most flexible for adding future benefits, it'd work better to build a list of what benefits the person has.

Btw, I think we may already have 'each' U.S. State's benefit list in the State's 'benefitOrder.js' folder(s).
