ability to limit results to just what's visible on the map #132

We have filtering for features that are present in the data, but it would be nice to limit the filters and list view to just what features are currently visible.

The filter should appear in the "filters" sidebar
The filter should update if the user scrolls or changes the zoom level
The filter should have the ability to default to being on
