This branch adds main and dev deployment using Github Actions (GHA) based on a GHA secret. The deployed version does not support the whl and just uses an old no-dependency version of engine.py.
Consolidates patches to remix into heat-stack/other/patches from heat-stack/patches so Dockerfile does not have to be modified for them. Remove no longer needed piece of package.json
