Menu/Navigation - Changes #1012

The goal of this ticket is to make the menu more concise and user-friendly.

In the menu,

Bold "Bills" and change to "Browse Bills"
By default, collapse "Learn" so that the sub-page titles show once "Learn" is expanded
By default, collapse "About" so that "Our Mission & Goals" and "Our Team" show once "About" is expanded. Also, add a new subpage in About, titled "How to Support MAPLE" (copy to come in another ticket)
Create a new parent menu item, titled "Why use MAPLE", and put the "for legislators", "for organizations" and "for testifiers" as, by default collapsed, only showing once "Why Use MAPLE" is clicked on. Change "For Testifiers" to "For Individuals"

@mvictor55 Do you want the "for testifiers" language changed to "for individuals" across the site? If so, I can create another issue and work in updating that.

Nope - just that page! We’re differentiating between the types of testifiers on these pages

@mvictor55 I think I worded that in a confusing way. To clarify, do you want the header and url updated on the actual page, or just in the navbar? fortestifiers

I'll be able to put some time in tonight after work. If you have the copy for the "How to Support MAPLE" page, let me know and I can work on putting that together.

Should I be seeing the new menu in the dev site? I don’t think I see it

You should, however, the dev site is not in fact showing the most recently merged PR

the changes do show up on local builds; I'll check with @alexjball to see if there's a delay in how quickly https://digital-testimony-dev.web.app/ gets updates from the main repo

If you're comfortable applying the basic MAPLE formatting for this, please do so. I've also asked our design team to draw it up, but we don't need to wait on that (and will implement later).
