Navbar update #1551

Summary

overall goal: https://github.com/codeforboston/maple/issues/1389 subfocus: #1391

make nav bar always sticky (previously was only sticky on isMobile)
update logo
On mobile, clicking the user profile icon triggers dropdown instead of sign in (already the case)

Next PR:

unify how the Log In button is displayed on desktop vs mobile per figma
on desktop, replace 'left hamburger' with horizontal link layout per figma

Steps to test/reproduce

go to any page and scroll down -> confirm sticky applies regardless of screen size
enjoy new MAPLE logo at 80x80 on desktop (>768 screen width) and 60x60 on mobile/smaller screen sizes
