[1584] Migrate to React InstantSearch v7 #1591

Summary

This PR removes the @alexjball/react-instantsearch-hooks-web fork of react-instantsearch-hooks-web and replaces it with react-instantsearch

This change mainly affects the Bills and Testimonies Search.
