Summary

Issue: #1537 This PR adds Playwright end-to-end (E2E) testing for the admin page, including:

User Reports page Upgrade Requests page

Known issues

  1. Only work in local test with a fake testing admin account

Steps to test/reproduce

To run the e2e tests with the Playwright UI, run yarn test:e2e.
