For stakeholder pages 2022 11 11 #870

In https://github.com/codeforboston/maple/pull/795 we added a 'For Organizations' page to pitch our value prop to organizations. This PR introduces similar value prop pages 'For Legislators' and 'For Testifiers.'

This replaces #868

@nesanders Of course I get to it right after the link expires. Is there another way to see the new page? Perhaps you've got the text in a word doc?

I got Matt's approval on this over Slack, so I am going to merge. Let's all remember to update this before launch depending on exactly whwat feature set we roll out.
