Add ability to multi-select boundaries

@jedpittman @mcdonoughsh if it makes sense in the context of developing this functionality, I think it would be helpful to change the default order of the boundaries shown in the prototype. Specifically, something like the following (I mentioned in another thread to Jed that I think we should drop the two boundaries that start with BPDA):

  1. Greater Mattapan Zoning Boundary
  2. PLAN: Mattapan Boundary
  3. Greater Mattapan Merged Boundary
  4. Mattapan Square Boundary
  5. Blue Hill Ave Boundary
  6. Cummins Highway Boundary
  7. Morton Street Boundary (to be added)
  8. River Street Boundary
