Add ability to display a blurb for enabled boundary

@jedpittman here are some draft blurbs for the boundaries - since I don't totally know how the BPDA Planning District Boundary and BPDA Unofficial Neighborhood Boundary fit in (I think these were carried over from the original prototype), I think those should be left out for now. Here are some short descriptions for the others (and a few notes in parentheses):

• Blue Hill Ave Boundary: Extent of the Blue Hill Avenue corridor in Greater Mattapan, a focus area of recent planning efforts by the Boston Transportation Department.
• Cummins Highway Boundary: Extent of the Cummins Highway corridor in Greater Mattapan, a focus area of recent planning efforts by the Boston Transportation Department.
• Morton Street Boundary: Extent of the Morton Street corridor in Greater Mattapan, a focus area of recent planning efforts by the Boston Transportation Department. (this file was giving me errors before, but I got it converted, and it's now saved in Google Drive)
• River Street Boundary: Extent of the River Street corridor in Greater Mattapan, a focus area of recent planning efforts by the Boston Transportation Department.
• PLAN: Mattapan Boundary: Extent of the area covered by the PLAN: Mattapan neighborhood planning initiative led by the Boston Planning & Development Agency.
• Mattapan Line Boundary (let's just drop this one, it's the same as the Greater Mattapan Zoning Boundary - just in line format instead of polygon)
• Mattapan Square Boundary: (I'm not sure if there was some sort of glitch in the conversion, the upper half of the boundary should be a perfect circle but it appears uneven on the map - if we can fix it, please use the following blurb) Area within one half (0.5) mile of the Mattapan Square intersection that is also within Boston city limits.
• Greater Mattapan Zoning Boundary: Border of the Greater Mattapan neighborhood as defined by the Greater Mattapan zoning district delineated by City of Boston zoning ordinances.
• Greater Mattapan Expanded Boundary: (replace Merged with Expanded) Area that includes both the Greater Mattapan Zoning Boundary and the project region defined for PLAN: Mattapan.

@jedpittman also, for the first four (Blue Hill, Cummins, Morton, River), we should drop the word "Boundary" and replace with "Corridor"

We decided to put this on the back burner for the next version. It was originally slated to be included in the demo, but after additional features were added, this became less critical.
