Might as well restore boundaries directory at this point, thoughts @mcdonoughsh @kellstefan ?

@laudickson I don't know enough about what's in the boundaries directory to know if the data in it will still be useful but it seems like it's worth restoring for now.

Yeh, that feels right. That is data we can use in the explore page for now.
