So far, Mattapan Mapping has:

Atom components
Molecule components
Organism components
Page components

This pull request adds template components (albeit just one). The "Standard Layout" template imports the "Header" and "Footer" organisms and whatever content is passed through its children prop. It styles the components such that they have the same page margins; now the spatial relationships between organisms is determined by the template and not the organisms.
