Map Export: Implement Permalinks #86

Persist the state to a permalink.

Implement permalinks in a generic fashion so they are useful for states like:

  1. Persisting the selected layers on the map
  2. Persist the selected narratives (persona) i.e. "mattapan love stories", etc.
  3. location that is being viewed on the map (viewport) - https://visgl.github.io/react-map-gl/docs/get-started/state-management
