Configure Heroku variables, addons, processes

• RedisToGo looks like it needs some configuration
• Scale worker & clock dynos in accordance with tutorial on Heroku & Clockwork
• Figure out how to reduce cost on heroku, because workers are expensive
• Set environment variables for credentials, such as BITLYTOKEN and all the TWITTER auth vars.
