Autoselect the stop for the user's issue submission based on their Geolocation.

How much work (in hours) would this be to add in? Seems like it's a pretty spectacular feature that would remove a step for the users (selection of location from the dropdown),

It'll be dependent on #133 as that will have the Geolocation data in it.
