With this PR, cluster icons are no longer shown, but only at the starting zoom level. To reproduce, open the map and select all provider types (don't zoom). They show up again if you zoom in or out.

Hey, let's pair this on Tuesday if you have time! The functionality is great and I love the look of the popup--maybe we should update the icon popups to use similar styling (in another PR)? Also two minor issues I found playing with it:

Moving the mouse up through the icon causes the popup to appear and disappear a few times. Doesn't happen when passing over in other directions
Clicking on a cluster zooms in and dissolves it, but the cluster popup remains visible until you move your mouse again. Ideally the popup disappears with the cluster. Maybe we can listen for click or zoom events too?
