Which side of the street? #17

How to handle towing on one side of the street? Is location sensor accurate enough to tell us?

no, especially as a lot of the data isn't going to be accurate enough about the width of the street.

I was hoping to address with #4; also, the UI results page in #8 "Maybe" relies on that, as in:

mobile_might_tow

I like how the Minneapolis map specifies street side (zoom in to see it): http://www.minnpost.com/snow. Our Cambridge data at least specifies "even" or "odd" side. Maybe there's some way to programmatically figure out which side that means on the map?
