Versioned detailed calculator #289

Add basic support for https://github.com/codeforboston/anypia-js/pull/20 in the Windfall codebase both using the WASM file and in react.

Starting with the 2020.1 version of the detailed calculator.

This is now rebased with both the fresh version of React/Gatsby that @linesbetween helped with and the latest AnyPIA 2021 version (with the clear API versioning) that @fddemora helped pull together! Thanks also for the React code, @dmeegan !
