Nav Subtitles #141

We can probably improve the subtitles to help make the nav a little more readable.

Here are the 3 different grouping scenarios.

  1. No grouping: there will be 1 NoA for each petition so display the petition number in the NoA and no subtitles for the petition
  2. Group NoAs: NoAs may include multiple dockets so show the totals under the NoA and show the docket number on the petition
  3. Group Petitions: Each petition may include multiple dockets so show counts under the NoA and on the petition too
