NoA navigation incorrectly reports 2 counts (I think) #144

When there was a guilty plea, the side navigation shows that there are 2 counts for a NoA - even when we are not consolidating by either petitions or NoAs:

This appears to happen because the guilty plea and the disposition are being counted, even though we only generate a petition for the disposition.

@jakedurell I assume in this case we should be filtering out "pleas" when determining how many counts a NoA includes? (This confusion is typical on the filings page because we use 'counts' and 'petitions' interchangeably.)

This is only an issue with portal cases right? There are multiple disposition dates for 1 count on those, and we need to pick the right one. It is helpful to know the disposition. We can discuss later.
