mismatch docket num warning with no counts page guidance #161

@doub1ejack - This is working. I also made a change on the no counts warning page to guide the user. There appeared to be a missing div on that page which I added so it would format. This resulted in a lot of formatting corrections which may be annoying. If so, I apologize.
