Requester has sent a request to Authority A which then answers to 1/2 of a request, and then forwards remaining of asks to the Authority B.
Both responses will be in the same request thread and one authority will be displayed as a receiver of request and only one will be counted in statistics.

Expected Behavior
Requester has sent a request to Authority A which then answers to 1/2 of a request, and then forwards remaining of asks to the Authority B.
Option 1) Allow admin to split request to two requests

Option 2) Automatically split request when user sets request status to "Forwarded to another authority" (new status will be added to IPZ via https://github.com/codeforcroatia/imamopravoznati-theme/issues/62)
