IPZ data on Wikidata #115

This is related to https://github.com/mysociety/alaveteli/issues/6535

Related: https://github.com/codeforcroatia/imamopravoznati/issues/107

To-dos:

[ ] create a Wikidata property (refer to Help:Properties#Creating_properties) for ImamoPravoZnati identifier (external identifier)
[ ] find public bodies in wikidata (e.g. https://www.wikidata.org/wiki/Q1640), OIB is "EU VAT Number" (HRxxxxxxxxxxx) (must also have "headquarters location")
[ ] add IPZ ID property to each public authority and value (IPZ body ID)
