Expected Behavior

FOI officer response should be added to the FOI thread.

Current Behavior

http://imamopravoznati.org/upload/request/ocevidnik_nekretnina_i_pokretnin?post_redirect=1 413 Request Entity Too Large nginx

Possible Solution

Steps to Reproduce (for bugs)

Go to generated URL for FOI officers
Add text + attach (~1.5 MB, PDF)
Submit
Observe error

Context

Alaveteli version: "alaveteli_version":"0.33.0.0"
Ruby version: "ruby_version":"2.5.1"
