Expected Behavior

Enable EXTERNAL_REVIEWERS to allow users to send automated notices to FOI Ombudsman.

• Croatia FOI legislative does not have "internal review" step, see https://github.com/codeforcroatia/imamopravoznati-theme/issues/11
• formal appeals needs to be hand-signed, form examples: https://github.com/codeforcroatia/imamopravoznati-theme/issues/9
• but notices ("predstavke") do not need to be hand-signed and have same effect as formal appeals in case of administrative silence
